The Challenges
Commercial nuclear plants in the U.S. are required to provide high assurance that digital computer and communications systems and networks are adequately protected against cyber attacks. The Nuclear Energy Institute (NEI) receives guidance from the Nuclear Regulatory Commission (NRC) to create specific requirements for nuclear power plants. Based on the Code of Federal Regulations, 10 CFR 73.54, NEI developed a series of standards to assist facilities in meeting cyber security regulations. These standards compose NEI 08-09 Revision 6, which guides nuclear facilities in complying with cyber security regulations for IT infrastructure.
The Solution
10 CFR 73.54 includes requirements that nuclear facilities achieve high assurance that their critical systems are protected from cyber attacks, and NEI 08-09 Revision 6 provides a program for achieving regulatory compliance. Combined, these documents require nuclear plants to enforce the flow of information, control access for portable and mobile devices, scan devices for malicious software, and use anti-malware engines from multiple vendors to create a defense-in-depth strategy.
